 A study by researchers from the Said Business School at the University of Oxford and the University of Oviedo's Department of Applied EconomicsThe researchers looked at 42 countries to understand how prepared each nation was for future Web technologies
The study looked at download and upload throughput, the loss of data packets and latency, the delay in routing information. It looked at what Internet users are expected to be doing within the next three to five years. 
It Japan leads had the best performing in broadband quality, with Sweden and the Netherlands in Europe. The U.S. was No. 16 on the list, still ahead of the U.K. and Canada but well behind Korea, Germany and France, among others.
